Our Types of Evaluation Services

Performance Audit

A study of organizational functioning for the purpose of identifying how to improve efficiencies and cost-effectiveness. These studies tend to involve large organizations, such as a large facility, a division of a large correctional agency, or an entire department of corrections. More than one discipline is typically involved, such as security, personnel/HR, administration, medical services, and educational services.

Facility Operational Assessment

A study that usually examines a limited number of operations in a jail, such as security operations. Often the purpose is to bring operations into line with best practices and the standards of the American Correctional Association (ACA) and the American Jail Association (AJA).

Program Evaluation

This type of evaluation usually examines a single program within a facility or a county department of corrections. An evaluation address five basic questions:

(1) Is the design of the program sufficient to achieve its intended objectives?

(2) Is the program operating as planned?

(3) Does the program make a difference in the behavior and/or capabilities of persons who were treated?

(4) What does it cost per participant?

(5)  Could another program have achieved the same results at less cost?

Needs Assessment

The most frequent forms of needs assessments are (1) training needs of staff and (2) treatment needs offenders in facilities or community-based correctional programs.

Jail Needs Analysis

Staffing Analysis

Such analyses provide objective assessments about the types and number of staff needed to operate a facility.  Such assessments are important when decision-makers are faced with major budgetary and safety issues. A staffing analysis takes into account a variety of important considerations, such as the types of posts being operated, the security level of inmates, physical barriers obstructing access and view, and activity schedules. We do not base our analyses on a ratio of jail staff to the number of inmates. Such ratios fail to take into account that jails have different designs that affect the required number of positions and posts (a post is a fixed station manned by a jail officer). Our staffing analysis report, when performed for funding of new positions by a county commission, usually includes photographs of various types of posts and the proposed new posts with explanations of why they are needed.
